Foster promoted to brigadier general

Brig. Gen. Deborah McManus, Alaska's assistant adjutant general for air, administers the military oath of office to newly promoted Brig. Gen. Charles E. "Chuck" Foster Jr. before a packed house at Kulis Air National Guard Base Dec. 18. A former rescue helicopter pilot, Foster assumed command of the 176th Wing in July.
